Universal Loan Identifier (ULI) Data Point for PFIs Delivering Loans Using "batch" Data File Upload

Effective Date: November 2018

On August 15th, 2018, MPF Announcement 2018-41 was published and described a listing of new data points and enumerations for loans delivered after a system release now scheduled for early November 2018.  The Announcement noted that for PFIs delivering loans using the batch upload functionality, the existing ULDD XML file (MPF Data Resources) accommodates the new data, minimizing the impact for those using batch, with the exception of the new data point, Universal Loan Identifier (ULI).  This Announcement provides further information related to the ULI data point and delivery of loans through the Batch file upload functionality.

The following applies to all MPF Traditional (Conventional and Government) and Government MBS loans delivered through eMPF Batch using ULDD XML format. The new data will be accepted, but not required, for MPF Xtra Loans; please follow instructions published by Fannie Mae applicable to the version of the ULDD XML file format you are using.

For institutions that meet the HMDA reporting criteria necessary to be subject to the expanded HMDA data set, ULI will become required data for all loans funded under the MPF Program beginning January 1, 2019. If your institution does not meet the applicable HMDA reporting criteria to be subject to the expanded HMDA data, you will not be required to provide a ULI.

PFIs that have converted their systems to produce the updated version of the ULDD XML file that is required for the May 2019 mandate (ULDD Phase 3) as announced by FNMA:

The ULI exists in the May mandate version of the XML file. If the field is populated with your ULI at the time of loan delivery under the MPF Program, the MPF system will extract the ULI and no further changes are necessary. Look for future Announcements related to ULDD Phase 3 details and timeline requirements.

PFIs that have not yet converted their systems to produce the updated version of the ULDD XML file:

Since the updated ULDD file is not mandated until May 2019, it is anticipated that not all PFIs will be in a position to provide the ULI at the time of funding by January 1, 2019. Batch loan submissions without the ULI will not be rejected prior to the May mandate. However, since the ULI data point is required for loans funded after January 1, 2019 from PFIs subject to the expanded HMDA data set and if your institution meets the applicable expanded HMDA data criteria, please contact the MPF Service Center to discuss options for delivery of the ULI data, post funding, until either your systems have been updated to provide the ULI at the time of loan funding or the mandate date in May 2019 has arrived.
